I wasn't sure until after I bought it that this cel was from the second movie, Overature to a New War. It's from the scene near the beginning where Yang and Lapp part, each going to the shuttle that will take them to their fleets. This is one of the last cels before the scene shifts to a harmony cel. Unfortunatley, the cel is completely stuck to the drawing.
