This is a rare cel from the 1996 Nintama movie. This is a scene where the Dokutake ninja are attacking Danzo's father's little caravan in order to steal saltpeter. You can see Danzo trying to control the panicking horse in the background with his father in the foreground.
Without going back and checking, I'm not sure if this second layer is dust from the rockslide, or sleeping powder the Dokutake were using to knock out Danzo's father and his men. At any rate, this cel came with the second, special effects layer. This layer would most likely have been translucent in the film.
